Im Jong-guk, Gwangju Buk-gu Council Member, Proposes Ordinance on Business Expense Usage

[Asia Economy Honam Reporting Headquarters Reporter Kim Yukbong] Im Jong-guk, a member of the Gwangju Metropolitan City Buk-gu Council (Unam 1, 2, 3, Dongnim-dong), recently announced on the 23rd that he proposed the “Ordinance on the Use and Disclosure of Gwangju Metropolitan City Buk-gu Council Business Promotion Expenses,” which strictly regulates the use of council business promotion expenses, and it has passed the review of the relevant standing committee.


The ordinance includes provisions prohibiting the use of council business promotion expenses during late-night hours after 11 p.m. and on holidays, times and places that are less related to official legislative activities.


However, exceptions are allowed if there is objective evidence related to official legislative activities.


According to the ordinance proposed by Councilor Im Jong-guk, there is a clause prohibiting meals between fellow council members unrelated to official legislative activities, and to prevent improper use of business promotion expenses, the chairperson must conduct related training for council members at least once a year.


There is also a provision requiring the chairperson to regularly monitor the use of business promotion expenses and take measures such as recovering improperly used funds and requesting disciplinary actions.


Once the ordinance is passed, it is expected that the use of council business promotion expenses will be clearer and more transparent than before.


Councilor Im Jong-guk said, “This ordinance aims to ensure transparent execution of council business promotion expenses by specifically stipulating education, inspection, and sanctions related to the execution standards of Buk-gu Council business promotion expenses,” and added, “In the future, the council, as the budget review institution, will do its best to enhance the transparency of budget execution by setting an example.”
