[Asia Economy Reporter Jong-il Park] Nowon-gu (District Mayor Oh Seung-rok) won the Excellence Award at the ‘2020 Excellent Administration and Policy Case Selection Contest’ jointly hosted by the Korea Public Policy Evaluation Association and the Korean Governance Society.
The Excellent Administration and Policy Case Selection Contest is a competition that selects and disseminates policy tasks and success cases that contributed to the competitiveness of the public sector and the improvement of the quality of life of the people, targeting central government ministries, metropolitan and basic local governments, and public institutions.
In this contest, the district introduced the ‘Nowon-type Welfare Resource Delivery System Establishment Project,’ which prevented overlapping support of social welfare services and improved accessibility to welfare information, and was selected as an excellent case.
The district actively pursued the establishment of a welfare resource delivery system because the problem of overlapping service support continuously occurred due to the use of different computer systems by public and private social welfare institutions, and there was no welfare resource sharing system that could check various welfare benefits at once.
The project was promoted in three major areas.
First, the Seoul Metropolitan Government’s ‘Integrated Living Welfare Information System’ was linked with private welfare facilities to systematically manage welfare resources.
To this end, the district mandated the use of the system in all institutions in the region from last year. Since then, the welfare resource management system has been extensively reorganized, including registering a total of about 150,000 service linkage records.
Although similar cases existed in other local governments, Nowon-gu is the first to achieve practical results with the participation of all institutions in the region. The improved integrated management system demonstrated its effectiveness by preventing a total of 329 cases of overlapping support from last year to May of this year.
Also, the district established the shared welfare platform ‘Nowon Bokjisaem’ website so that anyone can easily search and use social welfare information and related news.
Until now, private welfare resources could only be confirmed through the respective institutions, limiting residents’ access to various welfare information. The improved ‘Nowon Bokjisaem’ allows residents to check at a glance all welfare services implemented by the district and 192 private social welfare institutions in the region.
Furthermore, the district promoted the ‘Regional Welfare Resource Network Cooperation Project’ at the dong (neighborhood) level, involving private welfare institutions and local residents. The district stated that this project, which carried out welfare resource development and distribution led by the community rather than institutions, received high marks in this evaluation.
This year, a total of 20 institutions, including Nowon-gu, were honored with awards. The award ceremony is scheduled to be held at 3 p.m. on the 13th in the 2nd Conference Room of the Seoul Metropolitan Council Members’ Hall.
District Mayor Oh Seung-rok said, “I am very pleased that the Nowon-type Welfare Resource Delivery System Establishment Project received high evaluation through this contest,” and added, “We will continue to create a happy welfare community in Nowon by providing high-quality welfare services.”
