[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 10th that it was selected as the "Grand Prize" winner at the "2020 Local Personnel Innovation Competition" held at the Ministry of the Interior and Safety auditorium, hosted by the Ministry of the Interior and Safety.
Gwangju introduced major personnel innovation cases under the theme "Gwangju, Accelerating Personnel Innovation to Lead Future Growth," including ▲flexible personnel management in response to COVID-19 ▲personnel innovation to strengthen expertise in water supply ▲substantial innovation of various personnel systems such as the introduction of a total volume system for undesirable tasks ▲full implementation of the sunset system for preferred departments ▲and operation of customized employee welfare programs for the "With COVID-19" era.
In particular, the personnel innovation efforts to protect citizens' health and safety, such as flexible workforce management to prevent the spread of infectious diseases amid the severe COVID-19 situation and efforts to enhance expertise in water supply operations to provide clean water, as well as morale-boosting programs to reduce employee fatigue due to prolonged COVID-19 response, received favorable reviews.
The "Local Personnel Innovation Competition" was held to discover excellent personnel innovation cases tailored to the characteristics of local governments and to share and spread them nationwide, thereby strengthening local personnel administration capabilities. The competition was open to all metropolitan and basic local governments nationwide in three categories: ▲local personnel management innovation ▲performance management and expertise enhancement ▲work style improvement such as creating a public service culture that balances work and family and flexible working hours. A total of 29 local governments participated.
Kim Jong-hwa, Director of Personnel Policy at the city, said, "Efforts to discover various personnel innovation policies and improve systems to establish a hardworking organizational culture have led to the good result of winning the award for two consecutive years," and added, "We will continue to take the lead in administrative innovation that citizens can feel by preparing personnel innovation measures to create a public service culture that employees empathize with and trust."
