[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Seo-gu, Gwangju Metropolitan City (Mayor Seo Daeseok) announced on the 10th that it will operate a ‘Collection Reward System by Base’ to efficiently manage illegal advertisements that spoil the cityscape and seriously threaten pedestrian safety by obstructing drivers’ visibility.
The Collection Reward System is a program that pays rewards for collecting illegal advertisements such as banners and posters attached to utility poles, streetlights, and street trees, as well as flyers discarded by the roadside.
So far, Seo-gu has been operating a 365-day crackdown team and a collection reward system by neighborhood for side street maintenance to eradicate illegal advertisements.
Despite continuous crackdowns, illegal acts have not been eradicated due to guerrilla-style banner installations at major intersections with heavy traffic.
Accordingly, Seo-gu plans to strengthen the crackdown and maintenance of illegal advertisements by operating an expanded Collection Reward System by Base, building on the existing system.
First, four vulnerable sections?Gwangcheon Bus Terminal, Uncheon Lake, Maewol Distribution Complex, and Seochang Entrance?were selected as bases. From this month, 2 to 4 people will be designated per base, linked with nearby residents and worker waiting areas.
The district will conduct a pilot operation for one month this month and plans to select and operate additional bases in areas where complaints arise frequently.
A Seo-gu official said, “Illegal advertisements such as banners not only spoil the cityscape but also pose a serious threat to the safety of residents’ walking. We will actively promote maintenance measures for illegal advertisements and enforce strong administrative actions to eradicate illegal activities.”
Meanwhile, Seo-gu has continuously cracked down on illegal advertisements this year by maintaining about 150,000 illegal floating advertisements such as banners in the first half of the year and imposing fines totaling about 300 million won.
