[Asia Economy Reporter Jongil Park] Jongno-gu (District Mayor Kim Young-jong) is selecting the '2020 Second Half Active Administration Best Practices' to establish active administration as an organizational culture in the public service and to enhance resident convenience.


Last year, the Presidential Decree established the 'Local Public Officials Active Administration Operation Regulations,' and in line with the Ministry of the Interior and Safety's notification of the '2020 Local Public Officials Active Administration Operation Guidelines' in May this year, Jongno-gu enacted the 'Jongno-gu Active Administration Operation Ordinance' in June 2020 to lay the institutional foundation.


Also, in the same month, an active administration implementation plan was established to build a promotion system, and this time, to discover and disseminate active administration that residents can empathize with and feel, the selection of best practices is being conducted.


Until August 7, best practices will be accepted from all departments of the district office and community service centers, including the Facilities Management Corporation and Jongno Cultural Foundation. After the first review by the working review team and the main review by the directors, the final best practices will be selected.


The evaluation criteria include resident perception, the proactiveness and creativity of the person in charge, expertise, and the importance and difficulty of the task.


The submissions should be cases promoted, implemented, or completed since January 2020, which achieved results by actively carrying out tasks from the residents' perspective, such as regulatory and customary innovation, collaboration, conflict resolution, and proactive and creative responses.


The types include acts of handling tasks by finding the best possible methods without repeating work customs, discovering or promoting new policies in response to new administrative demands or environmental changes, voluntarily improving unreasonable regulations, procedures, and customs, and seeking possible solutions to carry out tasks even if regulations and procedures are not established.


The district plans to award the district mayor's commendation for the selected best practices in September and recommend them as the 2020 second half active administration outstanding public officials.


Furthermore, the best cases will be submitted to competitions hosted by Seoul City and the government.


The active administration implementation plan established by Jongno-gu in June consists of four areas and core tasks: ▲Improvement of active administration promotion system ▲Preferential treatment for active administration public officials ▲Protection and support for active administration public officials ▲Eradication of passive administration.


Key core tasks include conducting active administration education for all employees to spread the active administration atmosphere within the organization and holding an annual best practice competition. An active administration support committee will also be formed to deliberate and decide on the selection and preferential treatment of outstanding public officials.


To protect and support active administration public officials, effective pre-consultation and legal support will be provided. If difficulties arise in decision-making during active task promotion, the audit officer can request advice from the active administration support committee for deliberation.


Conversely, to eradicate passive administration, internal inspections will be conducted once per quarter, with strict measures taken against malicious and habitual cases, and unreasonable matters in laws or systems will be improved.


District Mayor Kim Young-jong stated, “We are selecting best practices this time to establish an active administration public service culture that residents can feel and to contribute to enhancing resident convenience. We will create an organizational atmosphere that proactively and creatively promotes tasks in response to rapid changes in the administrative environment.”


Last year, Jongno-gu participated in the 4th Active Administration Best Practices Competition hosted by the Ministry of Personnel Management with the theme “Security Lights - Reporting Road Name Addresses and QR Codes. Budget Savings as a Bonus!” and won the Prime Minister's Award.


Jongno-gu assigned location information and unique QR codes to about 10,000 security light nameplates in the region and established a security light management system, significantly reducing the civil complaint processing time when reporting security light malfunctions, receiving favorable evaluations.
