[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 14th that it will conduct a post-legislative evaluation of the currently enforced ordinances by July.
The post-legislative evaluation is a system that analyzes and evaluates whether the legislative purposes and goals of ordinances are being realized every two years, improving them to enhance the effectiveness of the ordinances.
The evaluation targets 162 ordinances that were enacted or amended before January 1, 2018, and have passed two years, excluding those delegated by laws and simple technical ordinances.
This evaluation will focus on consistency with higher laws and the utilization of ordinances, and to conduct an in-depth evaluation, an external professional institution (Chonnam National University Industry-Academic Cooperation Foundation) has been commissioned to carry out the evaluation service.
To ensure a thorough evaluation service, in May, the relevant ordinance departments will conduct self-evaluations based on 11 evaluation criteria during collaborative meetings and then provide the results to the evaluation service agency.
Based on the evaluation service results, which include ordinance maintenance and improvement plans, the Legislative Evaluation Committee composed of legal experts will finalize the legislative evaluation result notification.
The finalized improvement plans will be notified to the relevant departments, which will take improvement measures such as ordinance maintenance and legal compliance.
Chae Kyung-gi, the city's legal affairs officer, said, "This evaluation is conducted as part of the post-management of ordinances, which are increasing due to diversified administrative demands and expanded citizen participation awareness," adding, "It is expected to help secure the effectiveness of ordinance enforcement."
