[Asia Economy Reporter Lim Cheol-young] On the morning of the 13th at 9 a.m. (New York time), Foreign Minister Kang Kyung-wha attended the 5th virtual meeting on "COVID-19 Response and Digital Cooperation," jointly hosted by the United Nations (UN) and the International Telecommunication Union (ITU), where she discussed infectious disease response and human rights protection through digital technology.
The meeting featured speakers from government, international organizations, corporations, and academia, including Fabrizio Hochschild, UN Under-Secretary-General for Digital Cooperation, Dunja Mijatovic, Council of Europe Commissioner for Human Rights, and Steve Crown, Vice Chairman of Microsoft.
Minister Kang emphasized that the South Korean government effectively responded to the COVID-19 situation based on the 3T (Test, Trace, Treat) strategy grounded in openness and transparency, which enabled the safe conduct of the general election and the transition to social distancing in daily life. She noted that efforts to balance quarantine measures and human rights during this process aimed to gain public trust.
She particularly introduced that the government's measures for quarantine, such as contact tracing and disclosure of movement paths, are based on the Infectious Disease Prevention and Control Act, and that guidelines on the duration and scope of information disclosure have been established and implemented from the perspective of privacy and personal information protection.
Meanwhile, the virtual meetings led by the UN to promote digital cooperation for COVID-19 response have been attended by about 300 participants from governments, international organizations, corporations, and academia each time, sharing digital policies and best practices related to COVID-19 response.
