[Asia Economy Reporter Jongil Park] Nowon-gu (District Mayor Oh Seung-rok) is promoting the '2020 Green Parking Project' to solve parking problems on residential side streets and expand urban green spaces.


Green Parking is a project that creates parking spaces by removing fences and gates or utilizing unused small plots of land and vacant lots, and develops green areas in the remaining space.


The support targets are ▲detached houses ▲neighborhood living facilities ▲multi-family and multi-unit houses ▲apartment complexes with 20 or more households ▲small plots of land and vacant lots.


For detached houses and neighborhood living facilities, 9 million KRW is provided per one parking space, with an additional 1.5 million KRW for each extra space, up to a maximum of 28 million KRW.


The construction of parking lots is carried out directly by the district office after the building owner applies, on-site investigation, and contract signing. However, households supported by the Green Parking Project must maintain the parking lot function for five years after the project implementation. If violated, the support funds will be reclaimed.


For apartments, support is provided up to 50% of the parking lot construction cost, with a maximum of 700,000 KRW per parking space and up to 50 million KRW per apartment complex.


The support target is when auxiliary and welfare facilities shared by residents are converted into parking lots with the consent of at least two-thirds of all residents.


The district also carries out the 'Small Plot Parking Lot Creation Project' to expand parking spaces by utilizing abandoned small plots or vacant lots in residential areas.


The target is small plots of land that can maintain functionality as parking lots for at least one year after construction, with support of up to 2.4 million KRW per parking space, and 1.2 million KRW per space if exceeding 20 spaces.


The district office conducts the construction directly, including floor paving and installation of parking lot guide signs, after sufficient consultation with the owners of the small plots before implementation.


The district expects that the Green Parking Project will alleviate parking difficulties in residential areas and improve the pleasant living environment by reducing illegal parking in alleys and residential neighborhoods.


In addition, the district is promoting nighttime opening of idle facility parking lots within the area, having secured 1,000 spaces so far and opened them to residents. These include 309 spaces at 10 religious facilities, 268 spaces at 11 schools, 264 spaces at 4 distribution facilities, and 159 spaces at 17 other public institutions and general buildings.


Oh Seung-rok, Mayor of Nowon-gu, said, “We hope that the Green Parking Project will somewhat relieve the inconvenience of residents suffering from parking difficulties,” and added, “Through nighttime parking lot openings and the Green Parking Project, we aim to contribute to solving urban parking problems and spreading the sharing economy.”
