[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Hampyeong-gun Agricultural Technology Center (Director Lee Hyangman) will provide free preliminary compost maturity tests for local livestock farms in preparation for the mandatory 'Livestock Farm Compost Maturity Inspection' starting from the 25th of next month.
According to Hampyeong-gun on the 23rd, the compost maturity test is intended to prevent environmental pollution issues such as odors caused by the spreading of livestock manure, and it will be mandatory from the 25th of next month under the recently revised "Act on the Management and Use of Livestock Manure."
From the 25th of next month, farms subject to livestock manure discharge facility reporting (Hanwoo and dairy cattle 100㎡, pigs 50㎡, chickens 200㎡ or more) must undergo the compost maturity test once a year, and farms subject to permission (Hanwoo and dairy cattle 900㎡, pigs 1000㎡, chickens 3000㎡ or more) must take the test every six months.
When spreading livestock manure compost on farmland, farms with a livestock shed area of 1500㎡ or more must apply compost that is in the late maturity (completed) stage or higher, and farms with less than 1500㎡ must apply compost that is in the mid-maturity stage or higher.
Violations of these regulations may result in fines of up to 2 million KRW.
For the test, about 500g of compost to be spread on farmland should be sealed in a sample bag with the name, address, and other details filled in, and submitted to the Comprehensive Testing Laboratory of the County Agricultural Technology Center within 24 hours.
The management ledger, including the test results, must be kept for three years, and failure to comply may result in fines of up to 1 million KRW.
A center official stated, "Since this is the first year that the livestock compost maturity test is mandatory, considerable confusion among livestock farms is expected," and added, "We will actively promote advance publicity activities and on-site guidance to ensure that local livestock farms do not suffer disadvantages such as fines."
