Jung Guchang, the new Vice Minister of Gender Equality and Family, is a seasoned bureaucrat with experience in both the Ministry of the Interior and Safety and the Ministry of Gender Equality and Family.

Vice Minister Jung was born in Hapcheon, South Gyeongsang Province. He graduated from Changwon High School and majored in Public Administration at Kookmin University. After earning a master's degree in Public Administration from the Graduate School of Public Administration at Seoul National University, he passed the 36th Higher Civil Service Examination in 1992 and began his public service career.

Jung gained extensive experience in administrative and safety affairs, serving as Head of the Buma Democratic Uprising Compensation Support Team at the Ministry of Government Administration and Home Affairs, First Vice Mayor of Changwon City in South Gyeongsang Province, and Director of Public Service Policy at the Ministry of the Interior and Safety. In 2021, he transferred to the Ministry of Gender Equality and Family, where he served as Director-General for Planning and Coordination. He then returned to the Ministry of the Interior and Safety as Director-General for Safety Policy and also served as Secretary General of the Resident Registration Number Change Committee.

The Presidential Office described Vice Minister Jung as "an administrative expert with a deep understanding of the field and excellent communication and empathy skills, thanks to his experience in both central and local government, including as Director-General for Safety Policy at the Ministry of the Interior and Safety and First Vice Mayor of Changwon City."

Vice Minister Jung stated, "I will fully utilize my expertise and capabilities to promote a culture of gender equality, encourage women's economic participation, prevent violence, protect victims, and strengthen policies supporting families and youth." He added, "Together with the Minister, I will do my utmost to expand the functions and roles of the newly launched Ministry of Gender Equality and Family.
