Motion to Appoint Citizen Grievance Committee Members Postponed from Plenary Session
Resubmitted After Supplementing Documentation Following Rejection at July Session

The establishment of the Citizen Grievance Committee in Chuncheon, Gangwon Province, is expected to be delayed for the time being.

Chuncheon City (Mayor Yuk Donghan) announced that while the motion to appoint members to the Citizen Grievance Committee was approved by the Planning and Administration Committee during the 343rd temporary session of the Chuncheon City Council, the item was postponed from being submitted to the plenary session held on September 9.


This motion was previously rejected at the Planning and Administration Committee during the temporary session in July due to insufficient documentation. The city supplemented the materials and resubmitted the motion, but council members were divided over whether the principle of "no repeat consideration" should apply. Some argued that, since there were no changes in the candidates, it was the same motion, while others claimed that, as the reason for insufficient documentation had been resolved, it could not be considered the same. The committee approved the motion by a vote of 4 to 3, but since it was not submitted to the plenary session, more time will be required before the committee can be launched.


Previously, in May, the city secured outstanding talent from various fields-including former high-ranking officials from central government agencies, lawyers, professors, and civil society activists-through an open recruitment for Citizen Grievance Committee members. Out of a total of 20 applicants, two standing members and five non-standing members were selected based on their expertise, communication skills, and drive.


A city official stated, "The Citizen Grievance Committee is a system that can enhance trust in administration and protect citizens' rights and interests," adding, "The future schedule has not yet been determined."
