Gangnam-gu (District Mayor Jo Seong-myeong) will provide Gangnam Ingang free of charge to out-of-school youth and North Korean defectors through an ordinance amendment. The beneficiaries are expected to include approximately 170,000 out-of-school youth nationwide and about 3,000 North Korean defectors.


Gangnam-gu Office's Internet CSAT Broadcasting (Gangnam Ingang) offers around 1,596 courses taught by 68 renowned instructors. For an annual fee of 50,000 KRW, users can access all lectures unlimitedly for one year. Having started in 2004, Gangnam Ingang is celebrating its 20th anniversary this year and is expanding from its original focus on CSAT-centered lectures to career and lifelong education content aimed at nurturing future talents.


The district has expanded the eligibility for these contents beyond basic livelihood security recipients and national/independence merit recipients to include out-of-school youth and North Korean defectors, so that more students can benefit. The amended ordinance will take effect from May 17.


Additionally, the ordinance amendment introduces a 40% discount on the annual fee (30,000 KRW) for sister and friendly cities that have signed a joint usage agreement with Gangnam Ingang. By expanding the group discount, which was previously only applicable to corporations or organizations located in Gangnam-gu, the plan is to promote the use of Gangnam Ingang nationwide.


Jo Seong-myeong, Mayor of Gangnam-gu, stated, “Gangnam Ingang has led efforts to reduce private education expenses and strengthen public education by providing high-quality educational courses at affordable prices,” and added, “We will continue to develop educational content that meets users’ demands in line with changes in the educational environment.”
