The city of Bucheon in Gyeonggi Province announced on August 4, 2025, that it has designated Korea Land Trust as the preliminary project implementer for Eunha Village, a leading reconstruction district in the Jungdong first-generation new town.
Accordingly, Korea Land Trust plans to sign an agreement with the residents' representative committee of Eunha Village and support the establishment of a special maintenance plan for the designation of the special maintenance zone for reconstruction.
The preliminary project implementer is a temporary operator designated to pursue fast-track procedures in accordance with the guidelines for establishing special maintenance plans for aging planned cities. Based on residents' consent, public institutions (such as LH, GH) or trustees are selected, and then designated through Bucheon City's preliminary project implementer selection process.
Bucheon City is not applying a method of submitting the draft of the special maintenance plan all at once for consultation. Instead, it is providing continuous consultation from the early stages, even before the draft is completed, in connection with the ongoing "Jungdong New Town Redevelopment Master Plan" service. This is an improvement over the existing fast-track procedure of the Ministry of Land, Infrastructure and Transport and is a distinctive approach compared to other first-generation new towns.
In particular, the city explained that, in the case of Eunha Village, since continuous consultations have been provided several times even before the designation of the preliminary project implementer, the consultation and review period is expected to be shorter than the Ministry's fast-track process.
Jang Hwansik, Director of Housing at Bucheon City, stated, "With the designation of the preliminary project implementer, the reconstruction of Eunha Village will proceed at an even faster pace," and added, "We will continue to provide administrative support for the redevelopment of the Jungdong first-generation new town."
