On October 5, the Presidential Office once again urged North Korean State Affairs Commission Chairman Kim Jong Un to choose the path of dialogue and cooperation, following his remarks threatening South Korea by questioning, "Can South Korean territory ever be a safe place?"


Regarding Chairman Kim's comments, the Presidential Office stated, "We hope that North Korea will join the path of dialogue and cooperation for peace and stability, not only on the Korean Peninsula but also for the international community."

According to the Korean Central News Agency, Chairman Kim stated in a speech at the Armed Equipment Exhibition, which opened in Pyongyang the previous day, "Whether South Korean territory can ever become a safe place is for them to judge for themselves."


Chairman Kim also claimed, "Radical evolution of the U.S.-South Korea nuclear alliance and exercises following nuclear operational guidelines are being carried out, and the United States is taking measures to reinforce military power in South Korea and neighboring regions," further mentioning the possibility of "implementing military and technological measures to maintain a balance of power."
