China’s Judicial System “Used for Suppressing the People and Purging Opposition”
“Not a Reform Plan, but a Chaos Plan”

On September 11, Joo Jinwoo, a member of the People Power Party, claimed that the Democratic Party’s “investigative agency reform plan” is identical to the blueprint of China’s judicial system.


On this day, Joo posted on his social networking service (SNS) under the title “Disclosure of the Source of the Democratic Party’s Investigative Agency Chaos Plan,” criticizing the Democratic Party’s reform plan by referring to it as a “chaos plan.”

He stated, “The chaos plan creates dozens of committees,” adding, “Dozens of new committees will be established, including the National Investigation Committee, National Investigation Deliberation Committee, Subcommittee for Democratization of Investigations, National Sovereignty Expert Committee, Regional Investigation Deliberation Committee, and Prosecution Deliberation Committee.”


He continued, “There will be hundreds of committee members involved in investigation and prosecution,” and claimed, “The committees will be filled with members of Minbyun (Lawyers for a Democratic Society), which is aligned with the Democratic Party, and people from civic groups.”


Joo asserted, “I found the source of this complicated blueprint: China.” He explained, “China has a complex system with People’s Courts, People’s Procuratorates, Public Security Bureaus, Judicial Offices, Police Stations, and Public Security Sub-bureaus, all controlled by various committees,” adding, “This complex system in China is used for suppressing the people and purging opposition.”

He then uploaded the Democratic Party’s investigative reform plan and a diagram of the Chinese judicial system, stating, “Compare them. They are identical.” He added, “Is this why Prime Minister Kim Minseok, who studied in China, was put in charge of overseeing the investigative system?”


Joo also posted a critique of the Democratic Party’s prosecution reform plan on SNS on September 9. Under the title “The Democratic Party’s Investigative Reform Plan Is So Complicated Even Its Creators Don’t Understand It,” he created and released a ‘projected timeline of the incident.’

Joo argued, “It’s obvious that only the public will suffer,” and said, “Under a system so complex it induces ‘institutional phobia,’ case processing will be much slower. The more vicious the criminal, the easier it will be to delay proceedings through various objections.” He added, “As someone who has worked on the front lines as a lawyer, I can assure you that legal costs will skyrocket,” and wrote, “Every step in these numerous procedures costs money.”


He also pointed out, “Ping-ponging cases between agencies will become routine. The system is perfectly set up for passing the buck,” and argued, “When the probability of punishment decreases, crime will increase.” He further stated, “Everyone will scramble to handle high-profile cases,” and warned, “The National Investigation Committee, Central Investigation Bureau, police, Corruption Investigation Office for High-ranking Officials, special prosecutors, and the Prosecution Office will all be at odds, causing the level of human rights to regress.”


He concluded, “Why do this? The real intention is to fill investigative agencies with loyalists who only obey the Democratic Party,” and emphasized, “The Corruption Investigation Office for High-ranking Officials has not investigated a single Democratic Party member in five years.”
