Since 2015, Pyeongchang County in Gangwon Province has been operating a "Free Temporary Building Notification Agency Service" to reduce the economic burden on farmers and foresters and improve accessibility to construction administration. This service has received an enthusiastic response from local residents.
Currently, Pyeongchang County offers a "one-stop construction administration service" in which government officials specializing in construction prepare, free of charge, the floor plans and site layouts required for temporary building notifications. This applies to temporary structures such as farm huts (up to 20 square meters), cold storage facilities (up to 33 square meters), and temporary warehouses (up to 50 square meters) installed on farmland, fields, and orchards, as well as forest management offices (up to 50 square meters) installed on forest land. The officials also handle the submission process through the online platform "Seumteo."
Since the implementation of the service, the number of applications has steadily increased each year. Starting with 253 cases in 2015, the number reached 540 in 2021, and 390 cases were received in 2024. As of August this year, 230 cases have already been submitted.
If the cost of outsourcing the preparation and submission of drawings for temporary building notifications is estimated at about 700,000 won per case, the annual cost savings for all farming households is calculated to be approximately 200 million to 300 million won.
Hwang Jaeguk, head of the county's permit division, stated, "By having government officials specializing in construction directly assist with everything from drawing preparation to submission, we have been able to significantly reduce both the economic and administrative inconvenience for our residents. We will continue to provide efficient and systematic support for a special Pyeongchang and the happiness of our residents. We ask for your continued interest and many applications."
